REGISTERED NURSE PROGRAM MANAGER

General Functions
   This position is responsible for the management of Corrections Health Services programs to ensure that division policies are current, adhered to, and that compliance with local, state, and federal standards are met.

Exercises independent judgment and assures the quality of the services provided. Work is performed under the supervision of the Health Services Administrator and Corrections Health Services Medical Director.

  • Assists in formulating goals and objectives for long and short term planning.
  • Ensures agency compliance with established laws, regulations, certifications, and accreditations; interprets policies, procedures, rules and regulations; and ensures supervisors and staff members follow same.
  • Serves as a liaison with other departments, divisions, outside agencies, and community groups.
  • Conducts research and analyzes data such as monthly statistical reports, etc. and utilizes such data in planning functions of the work unit.
  • Administers and coordinates operational activities of assigned programs; makes decisions on specific operating problems and issues instruction in accordance with departmental policies and procedures.
  • Monitors employee performance and efficiency for opportunities for additional training; conducts one-on-one training as needed.
  • Monitors staff and inmate compliance with prescribed inmate treatment procedures.
  • Conducts relevant investigations based on program needs, trends, and incidents.
  • Prepares and reports Corrections program statistics to Corrections Health Service Medical Director, Health Services Administrator, or other relevant staff based on assignment.
  • Identifies and develops new programs to improve areas of deficiency.

  • Specific Duties Based on Area of Assignment

    RN Program Manager – Infection Control/Education
    • Ensures staff meets all training and development requirements.
    • Coordinates New Employee Orientations (NEO), ensuring materials are current.
    • Monitors employees after NEO during 6 month probationary period for success by coordinating new employee schedules with preceptors and evaluating employees during this period.
    • Responsible for maintaining a yearly education plan that incorporates all yearly requirements for accreditation and certification as well as new training on policies or equipment.
    • Establishes and coordinates multiple alternatives for delivering training materials (seminars, webinars, computer-based training).
    • Updates and maintains Division emergency plans for epidemic health concerns and drafts health alerts to be distributed to Corrections Health Services employees.
    • Monitors infectious/contagious disease patterns and incidents; ensures proper procedure is followed to prevent an outbreak.
    • Serves as liaison with local and state agencies for infectious disease monitoring.
    • Responsible for evaluating medical documentation and providing clearance for requests for inmate work release program.
    • Monitors biomedical waste for proper disposal and pickup.

    RN Program Manager – Clinical Risk
    • Maintains daily interaction with nursing supervisors, staff, and management to discuss patient records and to minimize risk and liability.
    • Evaluates, documents, and makes recommendations for outside medical services such as hospital stays or specialist visits; makes recommendations for patient transport.
    • Coordinates patient medical transportation activities based on patient medical needs to ensure inmates are healthy enough to safely be transported back to the correctional facility; prioritizes based on transportation standards.
    • Maintains patient confidentiality while responding to investigations from external entities as well as daily calls from civilians.
    • Monitors medical status of federal inmate list and contractual obligations with U.S. Marshal Service.
    • Reviews incident reports to make sure that documentation is clear and objective.

    RN Program Manager – Quality and Accreditation

    • Coordinates, develops, and reviews facility policies and manuals.
    • Attends all policy meetings with the Corrections management team to ensure compliance with medical regulations set by local, state, and federal entities.
    • Assists in preparing staff for surveys required by accrediting bodies and state regulatory agencies.
    • Monitors health record reviews to ensure timeliness.
    • Maintains accreditation status reports and documents for compliance.
    • Conducts weekly surveillance rounds to ensure employee compliance with standards and regulations.
    • Serves on relevant internal committees and teams.
    • Evaluates deficiency trends across medical programs and staff and reports to appropriate staff per department policy.
     
    Minimum Qualifications
       Bachelor’s degree from an accredited institution in nursing or a closely related field and four years of nursing experience.

    Must possess and maintain a State of Florida license as a registered nurse.

       Based on area of assignment:

    • Infection control and education experience
    • Clinical nursing, risk management, case management experience
    • Health programs accreditation experience
    • Risk Manager Certification
