QUALITY ASSURANCE SPECIALIST

General Functions
  

Responsible for monitoring and evaluating the quality and appropriateness as per the defined standards. Conducts regular reviews and monitors the data and ensures actions taken as a result of the reviews will be documented. Coordinates with the team to ensure optimum outcomes are achieved. Coordinates and reviews of the results of focus studies and data collected.

Work requires independent judgment and is performed under the general supervision of the assigned supervisor. Work is evaluated for effective quality management and compliance.

 
Representative Duties /Assignments
  

Duties may vary based on the area of assignment.

  • Conducts regular reviews to ensure quality assurance/ quality control of procedures and data collected.
  • Prepares and conducts focus studies in the area of assignment.
  • Reviews all data and recommends improvement related to the area of assignment.
  • Writes policies and standard operating procedures and ensure that all quality documents are consistent with the requirements.
  • Analyzes data collected to trending and comparison.
  • Coordinates and prepares reports and may serve on various committees.
  • Performs supervisory duties as instructing planning, assigning and reviewing the work of others as it relates to quality improvement.

    Corrections Heath Service & Medical Clinic (Additional Duties)
  • Manages on-going data collection system that monitors all major aspects of healthcare which would include, but not limited to, admissions evaluations, chronic care, nursing services, pharmacy services, diagnostic services and adverse patient outcomes including death.
  • Monitors utilization of outside health care providers and inpatient hospital stays.
  • Prepares the Health Services Division for reviews and surveys by regulatory bodies. Prepare and institute corrective action for identified deficiencies noted by regulatory bodies.
  • Communicates and interacts with a variety of individuals or groups including inmates, physicians, other department staff, community consultants, vendors, students, etc.
  • Assists Physicians, Accredited Registered Nurse Practitioners, Physician's Assistants and Nurses in the performance of clinical activities as needed.
  • Coordinates with the medical case managers to ensure optimum outcomes in patient treatment including the identification, referral to and coordination of other available resources.
  • Coordinates the multi-disciplinary quality improvement committee and review of the results of focus studies and data collected on all aspects of clinical care.

    Environmental Protection Division (Additional Duties)
  • Reviews quality control data to maintain ambient air site and laboratory standards.
  • Responsible for overall operation of ambient air monitoring network.
  • Prepares reports for all internal and external projects in response to regulatory requirements, including air monitoring data to Florida Department of Environmental Protection (FDEP) via Florida Air Monitoring Assessment System database.
  • Participates in audits performed by Florida Department of Environmental Protection and Environmental Protection Agencies.
  • Responsible for understand the contents of the statewide quality management plan (QMP) and project plans and coordinates the development of specific plans as per the requirements of the QMP.

    Fire Planning and Technical Services (Additional Duties)
  • Reviews (National Fire Incident Reporting System) NFIRS reports to ensure accuracy, consistency, and thoroughness of the data.
  • Trains operations personnel on proper procedures for completion of NFIRS reports.
  • Identifies trends in NFIRS reporting errors and provides feedback to operations personnel.
  • Submits department NFIRS reports to the National Fire Administration for inclusion in the national database.


  • Convention Center Fiscal and Operations Support (Additional Duties)
  • Plans and conducts reviews of operational and administrative functions at the Convention Center and reports findings and recommendations to management.
  • Reviews and tests implementation of policies, develops new policies and procedures, and recommends changes to existing policies and procedures to ensure efficient and effective operations for improvements.
  • Researches structure, policies, procedures, best practices, and pricing strategies of other convention centers and similar venues and makes recommendations for implementation.
  • Researches existing and emerging convention industry technologies that may improve functions at the Convention Center and recommends them to appropriate staff.
  • Works with staff to identify available metrics and develop, implement, and monitor general and specific performance measures at the Convention Center, as well as performance measures for Orange County's overall performance measurement program.
  • Acts as a liaison between the Convention Center and the Orange County Comptroller's Office on all audit inquiries and assists Convention Center staff in gathering requested information and data related to such audit inquiries.
 
Minimum Qualifications
  

Corrections Health Services, Medical Clinic & Fire EMS

Bachelor's degree from an accredited institution in Health Services, Health Law or a closely related field. Six years of nursing or emergency medical experience to include four years of quality assurance or utilization management experience, or an equivalent combination of education or experience.

Ryan White Part A

Bachelor's degree from an accredited institution in Health Services, Public Administration or closely related field. Six years of experience in health care or social services to include four years of quality assurance.

Environmental Protection Division

Bachelor's degree from an accredited institution in Natural Sciences, Environmental or Civil Engineering meteorology or closely related field. Six years of experience in programs generating environmental data to include four years of quality assurance/quality control.

Fire Planning and Technical Services Division

Bachelor's degree from an accredited institution in Fire Science, Public Administration, Data Analytics, or a closely related field. Six years of experience in data management or fire rescue to include four years of quality assurance/quality control.

Convention Center Fiscal and Operations Support

Bachelor's degree from an accredited institution in Business, Public Administration, Accounting, or a closely related field. Six years of experience in analytical, research, finance/accounting, or general government type positions.

 
Preferences
  

Corrections Health Services & Medical Clinic
Experience with Joint Commission on Accreditation Healthcare Organizations (JCAHO) accreditation and Agency for Health Care Administration (AHCA) Surveys.

Licensed Healthcare Risk Manager.


Ryan White Part A
HIV/AIDS services or Registered Nurse experience.

Fire Planning and Technical Services Division
Experience as a certified firefighter at the rank of company officer or higher.
