General Functions
   Provides direction and management for the Community Corrections Division,of the Corrections Department to include directing and supervising staff serving as liaison with outside agencies and internal departments, developing and implementing the budget, developing goals, ensuring compliance with all federal, state, county and departmental rules and regulations.

Work is performed with independence and initiative under the general supervision of the Deputy Chief of Corrections. Performance is reviewed through observations, conferences, reports and achievement of desired results.
 
Representative Duties /Assignments
  
  • Manages the Community Corrections Division and the Policy/Accreditation and Research/Statistics Unit. The Community Corrections Division includes but is not limited to the following work units: Pre-Trail Diversion, Probation, Alternative Community Services, Central Intake, and Community Services.
  • Formulates goals and objectives for long and short-term planning. Interprets all laws, policies, procedures, rules, and regulations and ensures that staff members follow said procedures.
  • Directs and oversees the activities of supervisory staff in the Division. Performs supervisory duties such as instructing, assigning, reviewing, and planing work of others, maintaining standards, coordinating activities, allocating personnel, resolving employee issues, selecting new employees, approving disciplinary actions, discharges, transfers, promotions, and recommending salary increases.
  • Participates as a member of the Departmental Management Team responsible for the management of policy development, fiscal management, establishment of goals and objectives, and communications.
  • Ensures departmental compliance with various policies, procedures, and accreditation standards.
  • Oversees the preparation of all research, statistical reports and projections concerning the jail and makes presentations based on these reports to internal staff, other departments or divisions in Orange County, including the County Administrator's Senior Staff Meetings and to the Criminal Justice Public Safety Coordinating Council.
  • Prepares the budget and assures that fiscal awareness is practical throughout the Division. Monitors expense control within the Division.
  • Works with various Department staff to produce the Capital Improvement Plan for the Department, and presents the plan to the Capital Improvement Prioritization Committee annually.
  • Assists in the preparation of presentations for the Department to other agencies and the Board of Commissioners.
  • Serves as a liaison with other divisions within the department; various agencies outside the county government and the criminal justice community.
  • Plans for design and development of new community corrections programs to address the needs of the County's judicial system.
  • Evaluates and monitors offender diversion programs for their impact on the criminal justice system.
  • Oversees and coordinates special grant programs as needed.
  • Performs other related duties as required.
 
Minimum Qualifications
   Bachelor's degree from an accredited institution in Public Administration, Social Services, Criminal Justice or a closely related field and five years of progressively responsible experience in a correctional, social services or human services setting with at least four years of supervisory level experience at a mid-management level.
 
Preferences
   Master's degree from an accredited institution in Public Administration, Social Services, Criminal Justice or a closely related field.
