General Functions
   Provides direction and management of the general operation of correctional facilities in Orange County including personnel management, development and implementation of policy and procedures, fiscal management, etc. Oversees the care, custody and control of inmates in an environment that ensures compliance with all federal, state, county and departmental rules and regulations. Reports to the Chief or his designee.
 
Representative Duties /Assignments
  
  • Responsible for the administrative management of personnel whose primary duties and responsibilities are the custody and physical restraint of inmates in a correctional facility to include managing personnel action and employee performance issues, establishing appropriate staffing levels, developing and implementing policy and procedures, etc. Ensures that staff maintains compliance with state, county, and department training requirements.
  • Responsible for ensuring divisional compliance with safety, security, and sanitation regulations.
  • Conducts facility inspections on a routine basis.
  • Develops and implements plans and goals for the facility through positive communications with staff, outside agencies, and the general public.
  • Directs and oversees the preparation of documents as mandated by F.A.C., the county, and the department.
  • Responsible for the fiscal management of the correctional facility.
  • Ensures timely dissemination of information through the establishment and implementation of sound communications system.
  • Directs and oversees the work of subordinate management staff. Performs such supervisory duties as instructing, assigning, planning, and reviewing work of others, maintaining standards, coordinating activities, allocating personnel, acting on employee problems, selecting new employees, and approving disciplinary actions, discharges, transfers promotions, and salary increases.
  • Receives, reviews, processes, files and/or submits a variety of documents and reports such as incident reports, inspection reports, fiscal reports, statistical reports, grievance responses, budget proposals, personnel records, and general letters of correspondence.
  • Participates as a member of Departmental Management Team, which is responsible for the management of the department in areas of policy development, fiscal management, establishment of goals and objectives, communications, etc.
  • Operates various office equipment such as computer, telephone, copier, and fax machine.
  • Operates various types of radios for communication purposes.
  • May be assigned Department level command on a temporary or emergency basis.
  • Performs other related duties as required.
 
Minimum Qualifications
   Bachelor's degree in Criminal Justice/Public Administration or a related field and five years of full time custody and control experience in a Correctional Facility to include four years in a management capacity at the level of Captain or equivalent.

Must possess and maintain a State of Florida Class "E" driver's license.

Must possess and maintain State of Florida Correctional Officer certification within first year of employment.
 
Preferences
   Master's degree from an accredited institution in Criminal Justice/Public Administration or a related field

Management experience in a large Correctional System with 800 or more staff members
