General Functions
   Responsible for providing leadership, guidance, direction and overall management of the County's Corrections System, ensuring discipline, safety, and security while conforming to State and Federal regulations. Develops long and short term planning for programming and facilities and for coordinating staff activities. Develops and monitors the annual budget. Reports to the Director of Public Safety.
 
Representative Duties /Assignments
  
  • Responsible for the overall management of the Countys Correctional Facilities and Programs, ensuring all laws, policies, procedures, rules and regulations are interpreted and adhered to.
  • Directs and oversees the activities of management throughout the Corrections Department. Performs such supervisory duties as instructing, assigning, and reviewing work of others, maintaining standards, coordinating activities, allocating personnel, acting on employee problems, selecting new employees, and approving salary increases, transfers, promotions, disciplinary actions and discharges.
  • Plans correctional programming and facilities to support the Countys future needs. Projects capital improvements and staffing needs.
  • Develops, justifies and approves new/additional facility design and construction.
  • Establishes guidelines for the most effective, efficient management of inmates.
  • Ensures appropriate training and staff developments are provided to management staff.
  • Develops, approves and monitors the annual budget by setting priorities for allocation of existing budget to meet unplanned needs.
  • Advocates for support and cooperation for Department plans within the local criminal justice system and political community.
  • Directs the strategic planning process. Oversees the formulation of goals and objectives for long and short term planning for the Department. Oversees the implementation of the strategic plan, taking into account the organizational culture, the internal and external environments, and the strategic plan document guidelines.
  • Establishes and maintains the philosophical direction of the organization.
  • Responds to questions and complaints that deal with the Corrections Department. Provides information to elected officials, County Chairman, County Chairman, County Administrator, other County Departments/Divisions, etc. Communicates with the media as appropriate.
  • Manages liability exposure and risk reduction.
  • Establishes a management presence with staff and inmates.
  • Manages and promotes public and media relations.
  • Receives and reviews various documents, records and reports such as investigative reports, incident reports, budget reports, population reports, human resource reports, etc. Prepares performance appraisals and general letters of correspondence.
  • Maintains constant update of new and changing laws.
  • Operates a computer and utilizes other general office equipment.
  • Maintains discipline and order in the facilities.
  • Oversees the commitment, confinement and release of prisoners, ensuring maintenance of appropriate legal documentation.
  • Performs other related duties as required.
 
Minimum Qualifications
   Bachelors degree from an accredited institution in criminal justice/public administration or a related field and ten years of experience or a masters degree from an accredited institution in public administration or a related field, plus eight years at a management level, managing multiple divisions/work units.

Must possess and maintain a State of Florida Class "E" drivers license.

Must obtain Florida State Certification as a correctional officer within one year of appointment to the position and must continue to maintain certification while in the position.
 
Preferences
   Masters Degree from an accredited institution plus the required experience as indicated in Minimum Qualifications.
