SENIOR PROJECT MANAGER

General Functions
   Manages the activities of construction projects of high cost or high visibility and oversees construction of new facilities and renovations of existing buildings of Orange County government in order to ensure that the end product is as contracted. The process includes the inception and creation of Capital Improvement Projects (CIP’s), professional oversight of design activities, permitting, to the final turn-over and occupancy.

This is professional work performed with considerable independence, although requires excellent customer service orientation and constant project updating regarding costs, schedules and contract information.
 
Representative Duties /Assignments
  
  • Manages the activities of construction projects, to include planning, developing, implementing and ensuring successful completion through the efficient use of existing consultants and contractors.
  • Builds teams of design professional, contractors and end users for the effective management and delivery of Capital Improvement Projects.
  • Ensures that CIP’s relative to new facilities and renovations of existing buildings of the County Government are completed as contracted and as desired, to include design quality control, expeditious sequencing, contract administration, construction quality control, compliance with applicable codes and regulations, etc.
  • Responsible for the supervision of Project Managers on a project on project basis and may have several Project Managers and other staff as direct reports.
  • Understands project cost estimating for budget and CIP preparation and change order review, negotiation and implementation.
  • Mitigates and resolves disputes between end users, design consultants and contractors arising from the performance of the work as described in the contract documents.
  • Interprets plans and specifications as needed. Makes visits to work sites to monitor progress and quality of construction.
 
Minimum Qualifications
   Bachelor’s degree in Engineering, Architecture, Construction, Business Administration or a closely related field and eight years of progressively responsible experience in construction project management, to include three years of supervisory or lead experience; or an equivalent or relevant education, training or experience.

Excellent verbal and written communication skills.

Knowledge and use of Microsoft Project for scheduling activities.
