General Functions
   Manages and coordinates County construction and renovation projects from conception through design and construction, to completion. Work is performed with independence and initiative under general supervision by the Director, Administrative Services. Performance is reviewed through observations, conferences, reports and results achieved.
 
Representative Duties /Assignments
  
  • Manages and oversees the planning and construction of assigned projects, including monitoring job costs, construction schedules, and contract terms and conditions.
  • Assigns and directs the activities of Construction Coordinators, Construction Inspectors, and other department staff.
  • Participates in and reviews County departments' capital improvement project planning from the design phase.
  • Performs construction inspection of more difficult or complex projects.
  • Coordinates departmental functions with Building and Zoning Division Managers to assure code compliance of construction projects in progress.
  • Manages and participates in final negotiations with architects, engineers and contractors on any changes in contract schedules or costs. Approve changes made.
  • Manages project schedules, reviews coordinator's status reports and prepares comprehensive reports in order to advise the Department Director and County Administrator of all projects statuses.
  • Reviews construction plans and specifications before release for bid and recommends changes as necessary to reduce change orders after the contract is awarded.
  • Develops and monitors division budget consistent with County and Division objectives.
  • Responsible for various personnel matters including hiring, discipline, training and development, performance appraisals and related activities.
  • Performs other duties of a comparable level as assigned.
 
Minimum Qualifications
   Bachelor's degree from an accredited institution in Building Construction, Business Administration or Architecture and ten years of experience in construction, to include three years as a construction superintendent or a higher level position. Experience must include work as a project manager or owner's representative in large, multi-story construction.

Must possess a valid General Contractor's license or valid Florida registration as a professional architect.
