MANAGEMENT & BUDGET ADMINISTRATOR

General Functions
  

This position provides oversight in the development of a billion-dollar County Budget; reviews and analyzes recommendations developed by analysts; participates on intergovernmental committees; manages training and cross‑training of analysts and interns; performs special projects; reviews operating budgets; and advises on fiscal policy.

Work is performed with considerable independence under supervision of the OMB Director and Assistant Manager.

 
Representative Duties /Assignments
  
  • Assists in providing direction on the development of the annual budget, which includes budget timelines, proposed budget submissions, budget book preparation, Board budget work session, statement of changes to the budget, and annual budget amendment.
  • Oversees the review of expenditures and preparation of operating and capital budgets for the county to ensure conformance to budgetary limits.
  • Facilitates the analysis of overruns/underruns, actual spending and revenue, and prepares a variety of budgetary reports.
  • Coordinates major projects performed by the department, prioritizes, schedules, monitors, reviews, project assignments of analysts and interns.
  • Assists Director and Assistant Manager with supervisory duties including planning, managing, and evaluating staff performance.
  • Oversees staff preparation of quarterly report, which includes revenues, expenditures, capital projects, grants, and performance measures.
  • Coordinates interdepartmental financial and procedural reviews of revenue collection systems.
  • Monitors and tracks various financial statutory requirements that impact the county to ensure compliance.
  • Performs other related management and budget duties, as assigned.
 
Minimum Qualifications
  

Graduation from an accredited college or university with a Bachelor's degree in Public or Business Administration, Finance or a related field; and at least five years of progressively responsible governmental budgeting or finance experience to include one year of supervisory experience.

Proficient in Microsoft Office Suite or related software, as well as budget creation and analysis software.
