TV PRODUCTION SPECIALIST

General Functions
   Performs creative and technical work involving the writing, developing, producing, editing, coordinating, disseminating, broadcasting, scheduling, digitizing, monitoring, and/or supervising of any of the following: public information, Orange County communications, television and video projects, photographic projects, and multimedia projects. This is responsible creative and technical work performed under limited supervision.
 
Representative Duties /Assignments
   Actual duties will be based on area of assignment:
  • Writes, develops, produces, directs, and edits multi-camera and single camera Orange County television and video programs.
  • Coordinates the development and production of video programs and projects for internal and external distribution.
  • Operates studio and field television and video/audio equipment such as video cameras, video switchers, teleprompter, lighting equipment and audio boards.
  • Creates and develops video/television graphics and PowerPoint presentations.
  • Plans, organizes, implements and supervises the dissemination of information concerning varied aspects of Orange County Government through the television, video, audio and print mediums.
  • Prepares and disseminates television emergency and/or news releases.
  • Helps establish procedures and develops protocols to provide Orange County citizens access to services by facilitating communication, information, and action through television, video, audio and print mediums.
  • Provides assistance to Orange County departments and divisions regarding publicity for programs, services, and polices.
  • Supervises technical work of others engaged in print, video program production, cable-casting, and dissemination of information.
  • Helps train staff in conducting research, writing scripts, video programming production, and information dissemination.
  • Encodes files from videotape, satellite broadcasts, hard drives, and other sources into master control servers.
  • Encodes and monitors all OTV and Vision TV live broadcasts.
  • Inputs information into scheduler for all programming on OTV and Vision TV.
  • On-call as an emergency responder who may require assignments at the Emergency Operations Center during emergency activation.
  • Performs special projects or assignments as required by management.
 
Minimum Qualifications
   Bachelor’s degree from an accredited institution in Communication, Journalism, Marketing, Public Relations, Political Science or a closely related field and three (3) years of professional experience, based on area of assignment, (TV production, public relations, marketing and/or customer service) or an equivalent combination of education, training or experience.

Proficiency in the following computer editing and graphic programs: Adobe After Effects, Final Cut Pro, Microsoft Word, Power Point, and Excel.

Depending on assignment, supervisory experience may be required.

Must be able to interact in a professional and confidential manner with all levels of management, employees and clients and take directions from several sources. Must be available to work nights, weekends and holidays when needed.

Must possess and maintain a valid Florida’s Driver’s License.

May be required to obtain a valid Florida class “D” Driver’s License or have the ability to obtain within six months of hire/promotion.
