MANAGEMENT & BUDGET ANALYST

General Functions
  

The role is responsible for consolidating data for the presentation of budgets and providing an overview of the financial status of departments. The position is responsible for professional level budget analysis and duties involving the preparation, administration, maintenance, review, and control of the budget. This position also prepares budget related financial records, financial and economic statistics, and formulates various financial reports used to track and communicate budget information.

The work is performed with minimal supervision under the OMB Director, Assistant Manager, Administrator or Advisor.

 
Representative Duties /Assignments
  
  • Assists in preparing and coordinating a multibillion-dollar Orange County budget.
  • Provides assigned departments/divisions direction and assistance on budget related matters.
  • Researches and analyzes financial and related budgetary information, identifies trends, formulates estimates, and makes budgeting decisions utilizing available data.
  • Assists in coordinating the development of quarterly financial reports, including devising draft schedules for completion, ensuring all data is updated properly, reviewing reports for accuracy, and overseeing the production and distribution of the reports.
  • Prepares and gathers information supporting the development of the budget book, quarterly financial report, budget reference manual, revenue and expenditure variance report and other assigned reports for use by management, elected officials, and the public.
  • Assists in the preparation of the five-year capital improvements plan (CIP), grants budget, and annual performance measurement program. Reviews CIP, grants, and performance measurements submissions and makes recommendations.
  • Provides assistance with internal and external projects and committees as assigned by the Office of Management & Budget management.
  • Performs other special projects and related duties as assigned.
 
Minimum Qualifications
  

Bachelors degree in Public Administration, Business Administration, Accounting, Finance or a closely related field and one (1) year of professional financial or budget experience; or an equivalent combination of relevant financial education or experience.

Proficient in Microsoft Office Suite or related software.
