(9450) MANAGER II - FISCAL & BUSINESS SERVICES

General Functions
   Develops, oversees, maintains and implements goals and objectives of the Fiscal & Business Services Division including annual budget and expenditures.
 
Representative Duties /Assignments
  
  • Prepares and conducts presentations and interact with elected officials and other staff members on matters regarding bond issuance and efficiency initiatives.
  • Manages and coordinates the activities of the Fiscal Services Unit and Business Services Unit.


Fiscal Services:

  • Administers Orange County's multi-billion dollar debt management program.
  • Evaluates short and long-term capital financing needs of the County.
  • Evaluates and implements, if appropriate, alternative financing solutions.
  • Acts as the Contracts Administrator for financial advisory, bond counsel, and disclosure counsel services.


Business Services:


  • Fosters creative and innovative initiatives to assist County in meeting its management and efficiency initiatives.
  • Conducts complex issue analysis and recommends management solutions as well as alternative service delivery approaches to improve County operational efficiency and effectiveness.
  • Coordinates internal working groups to assess, analyze and implement efficiency initiatives.
 
Minimum Qualifications
   Bachelor's degree in Finance, Economics, Accounting, Political Science, Public or Business Administration, or a closely related field and six years experience in: municipal bond financing, including specific experience in lease financing, commercial paper, float agreements, and escrow structuring and governmental reengineering, quality management processes and process improvement techniques and principles; or a Master's degree in Business or Public Administration may substitute for two years of experience.

Must have public finance experience.

Must possess advanced analytical capabilities including critical and creative thinking.

Must possess extensive knowledge of advanced quantitative modeling techniques.

Must have strong written, oral communication and analytical skills.

Must have ability to interact with and influence senior county administrator and director as well as elected officials.
 
Preferences
   Public finance experience from both private and public sector.

Creative, self-starter willing to implement new and innovative ideas.
