General Functions
   This is a highly responsible, professional, managerial position which receives direction from the County Mayor, County Administrator's Office.

Duties include overseeing the development and monitoring of the Orange County budget, directing performance management studies, coordinating the organizational performance measurements program, assessing proposed legislation for financial impacts, and coordinating special projects.

Work is performed within established County administrative regulations and policies/procedures.
 
Representative Duties /Assignments
  
  • Directs the preparation of the annual county budget. Formulates revenue projections, recommends potential expenditures, ensures budget is balanced and is prepared within the Truth-in-Milleage guidelines as directed by the State Department of Revenue.
  • Directs the preparation of a five-year capital improvement plan. Ensures plan conforms to the County's strategic objectives and Growth Management Plan. Analyzes the financial feasibility of the plan, and determines operating impacts relating to proposed capital improvements projects.
  • Coordinates the Organizational Performance Management System (OPM) by assisting divisions in developing their performance measures, reviewing, compiling and forwarding the information to the County Administrator's Office.
  • Provides staff supervision in developing recommendations for increase in authorized positions, “in lieu of” positions, reviews span of control relating to position revisions.
  • Provides support and assistance to the County Mayor's Office. Also attends various meetings and provides recommendations relating to policy matters.
  • Responsible for various personnel matters including hiring, discipline, training and development, and administrating the Performance Management Program for all subordinates.
  • Coordinates preparation of quarterly reports, which include revenues/expenditures, capital projects, and Organizational Performance Measurements.
  • Enhances communication with citizens regarding budgetary matters by conducting community budget meetings.
  • Responsible for preparing the annual revenue manual and fee directory and working with the departments to determine the associated cost of the user fees.
  • Provides staff supervision in the development of recommendations for procedural improvements based on departmental management studies.
 
Minimum Qualifications
   Requires graduation from and accredited college or university with a Bachelor's degree in Business Administration, Public Administration, Accounting, or a related field, and eight years of experience in business, budgeting, accounting, or a related area which includes at least three years of supervisory experience, and three years of which must be in a local government environment, or completion of an advanced degree and six years of experience which should include three years in local government and three years of supervisory experience.
