(BUSINESS UNIT) SR. APPLICATIONS SYSTEMS ANALYST

General Functions
   Provides professional, technical and supervisory work supporting a department/division's technology environment including hardware & software systems and printing facilities. Serves as senior technical team member and liaison between department/division and other agencies/department on technical issues. Work is performed with considerable independence under the direction of the Division/Section Manager or designee.
 
Representative Duties /Assignments
   May vary depending on area of assignment

  • Oversees the day-to-day functional operations of department's technology program. Monitors the local area network (LAN) for performance issues and coordinates initiatives impacting the LAN or any related infrastructure.
  • Troubleshoots performance and connectivity issues of supported operating systems, which included Windows desktop operating systems (2000/XP/Vista) and Windows Server. Analyzes and recommends technology environment requirements for department-wide technical functions (software and hardware).
  • Prepares project plans for the purchase, development and maintenance of enterprise data systems to include defining system and user requirements and specifications. Provides technical specifications for current and long-term computer needs as required. Researches and evaluates new technologies.
  • Monitors and maintains the department's electronic equipment inventory database. Coordinates, assists and verifies all of the department's electronic equipment assets requested by Orange County Property Accounting during their annual and ad hoc inventory audits.
  • Serves as liaison between department/division and other agencies and departments on IT technical issues.
  • Defines and tests application programming and system design specifications. Conducts benchmarking of IT hardware including workstations and servers.
  • Researches and evaluates new technologies to include interaction with vendors and internal and external support personnel. Develops procedures for uniform hardware and software installations as well as hardware repairs.
  • Prepares implementation schedules to include work task, work assignments, and resource allocation.
  • Coordinates with the Supervisor to establish design, acquisition, installation and testing standards for information technologies and data conversion processes.
  • Assists with the development of customer information system specifications and facilitates the purchasing process including acquisition of price quotations for hardware and software.
  • Trains end-users on software application use, hardware use and routine IT tasks.
  • Assists staff and the general public with application and computer-related questions and provides superior customer service.
 
Minimum Qualifications
   Bachelor's Degree from an accredited college or university with course work in Computer Science, Information Technology, Management Information Systems, or related information technology field and three years of programming, systems development and computer analysis experience, to include one year of supervisory or team project leader experience; or an equivalent combination of relevant education, training or experience.

Must be able to perform multi-task operations, prioritize and meet deadlines.

   Windows operating systems (desktop and server), RDBMS (Oracle, SQL Server), Microsoft Office Suite, MS Visio, Adobe Products, MS Project, Printers , Large Format Plotters, large Format Scanners.
