General Functions
   Performs administrative work managing the Information Systems and Services Division. This is complex work directing, planning, organizing, staffing and coordinating the activities and programs for the Orange County information technology systems and services.

Work is performed with considerable independence under the general supervision of the County Administrator or designee.
 
Representative Duties /Assignments
  
  • Identifies changes and trends in computer and systems technology and interprets their meaning to senior management.
  • Determines long-term County-wide information needs and develops overall strategy for information needs, systems development, and hardware acquisition and integration including mainframe, mini, micro, and client/server computing applications.
  • Assures integrity of County data and related intellectual property through information security and access management.
  • Responsible for all County information systems activities including systems analysis, programming, and computer and auxiliary operations.
  • Develops policies and procedures, technical standards and methods, and priorities.
  • Manages liaison between information systems and other functions in the County.
  • Reports to senior management on information systems plans, projects, performance and related matters.
  • Directs the preparation and review of County information systems budgets and business plans. Ensures adherence to budgets and business plans through periodic review of financial reports and capital appropriation requests.
  • Responsible for developing, implementing, and enforcing policies, standards, and methodologies.
  • Responsible for hardware and software contract administration and/or outsourcing contract administration and service levels, including negotiation of contract provisions, interface with legal department, and maintenance of appropriate documentation.
  • Oversees information systems personnel administration, including selection, training, and personnel development.
  • Prepares, plans, and controls the annual division's budget.
  • Establishes cost allocation procedures and develops a chargeback system for billing services to users.
  • Perform other related duties as assigned.
 
Minimum Qualifications
   Bachelor's Degree in Computer Science or closely related field and ten years experience in information systems supervision, organizational development, budget development and control, and project management.
 
Preferences
   Experience in governmental information technologies management.
