(BUSINESS UNIT) SENIOR SYSTEMS ANALYST

General Functions
   This role is responsible for supervising the Utilities IT Applications Team in order to ensure that the technology systems in use, or to be implemented, meet the department's needs, County standards, and operate in an efficient manner. The role requires analyzing business needs to deliver modifications/new applications and systems for the business unit (BU).

Work is performed with independence and the position reports to the (BU) Information Systems Administrator. The work is evaluated on a regular basis through observation and results achieved.
 
Representative Duties /Assignments
  
  • Manages application development assignments and duties, new software initiatives and technology projects. This includes the supervision of the Utilities IT Applications team, as well as task assignment and project reviews for the team, and providing directions and guidance as needed.
  • Researches, defines and evaluates the technical specifications and designs needed for new software technology projects and platforms.
  • Supervises and oversees the development, implementation, and maintenance of new technology systems.
  • Performs project management duties, including project scope, cost and schedule management, and resource and communications management.
  • Maintains and troubleshoots existing technology systems, and plans for, and assigns, application development and system configuration tasks to team members, consultants and third parties as needed.
  • Follows up and supervises employees assigned to the relevant tasks and projects. Reviews and evaluates their work.
  • Manages relationships and communications with other internal and external groups, third-party vendors, and other departments as necessary in order to accomplish business objectives.
  • Creates and reviews technology proposals and project plans, and tailors the language on these for the appropriate audience.
  • Performs project presentations to senior management and other third-parties as needed, and participates in the procurement process for technology projects.
  • Performs other related duties as assigned.
 
Minimum Qualifications
   Bachelor's degree from an accredited institution in Computer Information Systems, Computer Science, or a closely related field and five years of experience in Systems Development, Project Management or similar development processes, including two years in a lead or supervisory position.
