General Functions
  

The Chief Diversity, Equity, and Inclusion (DEI) Officer will be responsible for facilitating the creation, development, management, and implementation of Orange County Government’s DEI initiatives, goals, and strategies to achieve and maintain an environment that values and welcomes diversity, equity and inclusiveness.

Work is performed under the general direction of the Deputy County Administrator and considerable independent judgment, discretion, an initiative is exercised in carrying out daily activities. Work is reviewed based on accuracy, timeliness and effectiveness of results and goals achieved.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Champion the importance and value of a diverse, equitable and inclusive environment and develop a strategic vision in partnership with County Administration to enhance County’s efforts in this direction.
  • Leads Orange County in the development and implementation of high impact county wide diversity, equity and inclusion initiatives and programs in partnership with various departments within the County.
  • Develops policies, procedures or actions for the purpose of providing direction towards achieving DEI goals and objectives.
  • Identifies potential issues, creates opportunities, and takes actions designed to eliminate institutional barriers to diversity, inclusion, and equal opportunity through analysis, benchmarking and creative problem solving.
  • Develops and manages program budgets, key metrics and reports. Assists with grant proposals related to DEI initiatives.
  • Responsible for creating and designing a comprehensive DEI Plan that focuses and directs the organization’s efforts on education, training, policies, procedures, and programs to attract, retain, and promote diversity
  • Manages and oversees compliance with Affirmative Action, Equal Employment Opportunity and other applicable regulations.
  • Develop and foster strategic relationships with internal and external stakeholders, including community groups and non-profit organizations.
  • Support the DEI steering committee and/or advisory council by developing comprehensive and innovative strategies to achieve more equitable, diverse and inclusive work environment.
  • Collaborate with multiple stakeholders to ensure effective communication of DEI plans and programs recognizing the unique needs of our workforce and community.
  • Performs other related duties as assigned.
 
Minimum Qualifications
  

Bachelor’s degree from an accredited institution in Human Resources, Ethics studies, Public/Business Administration or related field and four years of progressively responsible professional experience in diversity and inclusion, equal employment opportunity, organizational development or human resources management.

 
Preferences
  

Masters’ Degree in a related field
