CHIEF PLANS EXAMINER

General Functions
  

Provides day-to-day supervision of the commercial or residential plans examination sections. Analyzes commercial building plans and specifications for compliance with Florida Building Codes, referenced standards, and County Ordinances. Responsible for the plans coordination section’s operation.

This is highly skilled technical and supervisory work examining building construction plans and specifications for complex low-rise and high-rise structures prior to the issuance of building permits.

An employee in a position allocated to this class meets with contractors, builders and property owners in regard to the approval or disapproval of plans and explains the building code relative to the construction plans submitted.

Work is performed under the general supervision of the Building Official.

This position may be required to assist with emergency support functions in the event of a declared emergency and/or any other emergency duties as assigned.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Trains and supervises employees in the Plans Examination function; reviews calculations and documents completed by examiners.
  • Reviews highly complex construction drawings and specifications of proposed buildings prior to the issuance of a building permit; discusses technical requirements of plans with engineers, contractors, builders or owners; approves, recommends modifications and required corrections to plan as necessary and returns plans for correction and resubmission.
  • Performs code research and disseminates information to appropriate personnel.
  • Computes square footage of buildings for code compliance and estimated cost.
  • Works with contractors and the public to resolve technical building or design issues; explains and interprets the building regulations and methods of revising plans submitted to comply with building code; gives technical advice to inspectors.
  • Conducts more complex field inspections of new construction while in process; determines if construction complies with building codes and approved plans; assists inspectors as needed.
  • Performs other related duties as assigned.
 
Minimum Qualifications
  

High School graduate or equivalent and six (6) years of experience as a Plans Examiner; or a Bachelor's degree from an accredited college or university with major course work in architecture, civil engineering, or building construction and two (2) years of experience as a Plans Examiner.

Must possess and maintain a valid State of Florida driver's license and provide own transportation if necessary.

Must possess a State of Florida license as a Standard Building Plans Examiner and a State of Florida license as a Standard Building Inspector in one of the following categories: Electrical, Mechanical or Plumbing pursuant to the Florida Statutes Chapter 468, Part XIII.

Must be able to communicate effectively with the general public while discussing, explaining and interpreting standards and codes.
