Conducts inspections and witness testing in the assigned specialty area to enforce compliance with the Florida Building Codes, referenced standards, County Ordinances, applicable laws, rules and regulations.

Work is performed with considerable independence under the general direction of the assigned supervisor. Performance is reviewed through observations, conferences, reports and results achieved.

This position may be required to assist with emergency support functions in the event of a declared emergency and/or any other emergency duties as assigned.

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

• Conducts inspections for compliance with adopted codes, County Ordinances and State Statutes.
• Reads and interprets construction plans and blueprints.
• Informs the public of building code changes and explains code to contractors, architects, engineers, and homeowners.
• Maintains accurate records of inspection activities and violations.
• Utilizes mobile data computer system and various Office programs.
• Assists other county departments with code related interpretations/enforcement when requested.
• Performs other related duties as assigned.

Duties Vary Based on Area of Assignment

Building – Inspects construction for compliance with adopted building codes, plans and specifications. Inspects footings, slabs, beams, columns, roofing, concrete work, Florida Accessibility Code, fireproofing, exits for life safety, and rated assemblies for compliance with pertinent County Code and State Statutes. Investigates unsafe and unpermitted construction. Conducts use permit inspections for Certificate of Occupancy, which include current code requirements. Inspects sidewalks, energy efficiency issues, and lot drainage. Checks survey corners for setbacks and reviews floor elevations. Investigates and follows up on complaints or violations with customers and or supervisors.  Keeps a record of inspections and violations.

Plumbing – Inspects construction for compliance with adopted plumbing and gas codes, plans and specifications. Inspects plumbing work including but not limited to sanitary and storm drainage, venting systems, public and private water supply, water distribution systems, septic tank connections, wells, and sewer laterals. Inspects swimming pool piping, irrigation systems and solar systems. Inspects apparatus and equipment installed such as water softeners, hot water heaters, and other fixtures. Inspects process piping, natural gas installations, combustion air, venting, and medical gas systems. Inspects fire penetrations and all other related items. Keeps a record of inspections and violations.

Electrical – Inspects electrical wiring installations and systems used to conduct electrical current in or through any wiring, apparatus or fixture for light, heat or power to comply with adopted electrical codes and ordinances, plans and specification. This includes but is not limited to the following: outdoor lighting, landscaping lighting, underground wiring installations, and electrical wiring systems in concrete slabs, floors, walls, and ceilings in buildings of all sizes. Inspects electrical work, electrical fire penetrations and other installations and related items. Keeps a record of inspections and violations.

Mechanical – Inspects construction for compliance with adopted mechanical codes, plans & specifications of the State of Florida Energy, Mechanical, NFPA, ASHRAE and Gas Codes when systems are to be enlarged, altered, repaired, moved, demolished, or installed. This includes but is not limited to the following: ducts used for exhaust, air conditioning, smoke evacuation, ventilation, chillers, air handler units, boilers, incinerators, grease hoods, heat hoods, walk-in coolers, walk-in freezers, ice machines, mechanical fire penetrations, and paint booths. This also includes piping for steam, hot water, chiller water, condenser water, fuel, gas and refrigeration piping, and gas appliances which includes gas venting, combustion air, insulation for ducts, and piping. Keeps a record of inspections and violations.

High school graduate or equivalent and five (5) years of experience in the construction industry. An Associate's or Bachelor's degree in a related field may substitute for up to four (4) years of experience with a minimum of one (1) year of construction experience.

Note: Experience must be verified, in the form of an affidavit, by a licensed contractor, fire marshal, architect, engineer, or building official during first week of employment.

Must possess State of Florida Standard Inspector license pursuant to Florida Statute Chapter 468, Part XII for applicable discipline(s): Building, Mechanical, Electrical and/or Plumbing.

Must possess and maintain a valid State of Florida Driver's License.
