General Functions
   Supervises, plans and directs fiscal and account activities for Orange County Convention Center's (OCCC) Fiscal & Operational Support Division. Work is performed with independent judgment under the general supervision of the Executive Director. Performance is reviewed through observations, conferences, reports and results achieved.
 
Representative Duties /Assignments
  
  • Responsible for Department budget administration including Capital Improvement Projects (CIP) budgets, expense and revenue budget preparation, control, and coordination, expenditure and revenue analysis, reconciliation and validation, approving of purchases, financial accountability for incoming revenues, inventory control, grant submission and reporting, and audits of cash collections.

  • Conducts complex issue analysis and recommends management solutions as well as alternative approaches to improve Convention Center operational efficiency and effectiveness.

  • Interprets policies and procedures to ensure purchase validity and propriety of purchase requests.

  • Oversees and coordinates contract renewals and Request for Bids/Proposals processes for all departmental service and goods contracts.

  • Formulates and reports various reports for use by upper management and submission to outside agencies. Conducts financial studies and cost analyses.

  • Provides overall direction to supervisors assigned within various areas of fiscal.

  • Formulates/negotiates and executes lease agreements between the Convention Center and its clients and their contractors, ensuring the County's interests are protected and client needs are met.

  • Manages all client billing and collection functions and makes appropriate determinations on payment terms and actions for non-payment.

  • Represents the County and Convention Center at industry related events and conferences.

  • Coordinates, assists, and/or serves as a liaison for Tourist Development Tax (TDT) issues, agreements, and payments that may not directly relate to the Convention Center.

  • Performs other duties as required.
 
Minimum Qualifications
   Requires a Bachelor's degree in Business Administration, Public Administration, Accounting or a related field and seven years of experience in budget, fiscal administration, and/or accounting to include at least three years of supervisory experience; or a Master's Degree from an accredited institution with 5 years of above mentioned financial experience to include at least two years of supervisory experience.
 
Preferences
   Certification in one or more of the following: Certified Public Accountant (CPA) Certified Managerial Accountant (CMA) Certified Governmental Financial Officer (CGFO) Certified Hospitality Accounting Executive (CHAE)
