DEVELOPMENT SERVICES ANALYST

General Functions
   This is specialized work providing administrative, analytical and/or financial services in the operation of County land development activities. This position is responsible for assisting with the management of project and process work related to countywide land development activities. An employee in this position assigned to this classification performs research, analysis and evaluation of programs, projects and operational procedures with emphasis on project or process management. This position may supervise subordinates staff. Work is performed with considerable independence under the general supervision of the assigned supervisor.
 
Representative Duties /Assignments
  
  • Serves as team leader for major Department projects and implementations.
  • Coordinates and/or manages assigned project and process operations.
  • Oversees and/or participates in preparation and dissemination of land development information through reports, publications, digital media, and public announcements.
  • Leads, implements and manages the public notification activities County-wide and ensures programmatic compliance with County ordinances, policies and procedures.
  • Performs trend and statistical analysis on land development related records.
  • Manages or assists with the management of the processing and/or digital imaging activities of land development related documents, including plans, applications and records.
  • Supervises front-line customer service activities for land development processes, including explain and/or processing assigned development processes, researching land development records through business systems or GIS tracking support efforts and guiding customers through the various land development processes.
  • Supervises quality control inspections or audits on land development records.
  • Ensures compliance with County ordinances with regard to land development activities.
  • Perform other related duties as assigned or required.
  • Conducts special project assignments and provides administrative support to the assigned division.
 
Minimum Qualifications
   Bachelor's Degree from an accredited institution in Computer Science, Accounting, Statistics, Civil Engineering, Public or Business Administration, or a related field and four (4) years of experience in records, project or process management or a related field.

Proven ability to coordinate with other Department/agencies to meet management priorities related to land development information and customer service. Demonstrated ability to communicate effectively both verbally and in writing with the general public and elected official regarding assigned Department project and process operations. Working knowledge of State and Federal records retention laws, and make independent decisions based upon that knowledge.
