ASSISTANT MANAGER, NEIGHBORHOOD SERVICES

General Functions
  

This position provides administrative and supervisory assistance to the Division Manager in directing activities, programs, field inspection and administrative services of the Code Enforcement Division.  This position is primarily responsible for overseeing internal support functions such as personnel, budget, procurement and technology related issues.

Work is performed with independence, sound professional judgment and initiative under the general direction of the Division Manager and is evaluated through conferences, observations, reports and achievement of desired results.

 
Representative Duties /Assignments
  
  • Performs the duties of the Division Manager in his/her absence.
  • Responsible for customer service, employee recruitment and care components, which may include hiring, training, professional development, performance management, employee relations, publication of internal newsletter, brochures, and new employee orientation.
  • Responsible for the evaluation, research, preparation, or monitoring of the standard operating procedures.  Makes recommendations to Division or Department management regarding resource needs, or operational/policy changes. Maintains performance measures and oversees reporting.
  • Responsible for contract, procurement and budget administration; fiscal management and cost analysis; management of information systems, and emergency management.
  • Supervises the Administrative Support Supervisor and related functions such as board support, negotiated settlements, and vendor services.
  • Assists with the supervision and operation of field services.
  • Coordinates the completion of special work requests for the Mayor, County Commissioners and County Administration. 
  • May make presentations to various public and civic boards and organizations.  Assists Manager with developing outreach initiatives.
  • Serves as a liaison with ISS regarding technology matters to include field and office functions, in-house support and training.
  • Liaison to Government Service Center ensuring complaints are handled in a timely and effective manner.
  • Leads intergovernmental and Division coordination processes for disaster preparedness and other administrative initiatives.
  • Performs other related duties as assigned.
 
Minimum Qualifications
  

Bachelor’s degree from an accredited institution in Business Administration, Public Administration or closely related field and five years of increasing responsible supervisory experience in field inspections, code, zoning or building enforcement, regulatory specific financial management; or closely related experience in a similar regulatory environment.  

 
Preferences
  

Master’s degree from an accredited institution in specified degrees

Procurement and/or contract management experience

Proficient in computer spreadsheet, database and/or word processing software.
