ASSISTANT MANAGER, TRANSPORTATION PLANNING

General Functions
   This role is responsible for the management of the County's professional services contracts for roadway corridor studies and task authorizations from term contracts. Primary responsibilities include overseeing transportation planning projects, intergovernmental and external agency coordination, high level technical alternative improvement analysis, adherence to state and local standards and public engagement meetings and hearings.

Work is performed with independence and the position reports to the Manager, Transportation Planning. The work is evaluated by timeliness, compliance and effective delivery of the projects.
 
Representative Duties /Assignments
  
  • Responsible for managing professional services contracts for roadway corridor studies including contract task scheduling and monitoring, review and approval of prime and sub-consultant reports and work products.
  • Responsible for coordination between intergovernmental and external agencies. Provides highly technical alternative improvement analysis and ensures adherence to state and local standards.
  • Responds to inquiries from the Mayor's office, the six Commissioners, citizen, outside agencies and internal staff. The responses include advanced research, completing public records request protocols, website content development and deployment, mass mailing of project status newsletters and fact sheets.
  • Leads Division's procurement of professional term contracts and scope specific professional services contracts. Responsible for developing scopes of services, requesting procurement services, evaluating and scoring proposals, checking references, negotiating man-hours and fees and supporting the Manager during the BCC consultant selection hearing.
  • Represents the Manager in high level negotiations with outside Transportation agencies, engineering firms and property owners. These interactions requires an advanced understanding of county policies and technical standards.
  • Assists the Manager in budgeting for the Division which includes monitoring computer replacement cycles, software needs, miscellaneous equipment, estimating costs for upcoming projects, estimating costs for training and travel.
  • Responsible for supervisory duties including planning, managing and evaluating performance of staff. Recommends selection of new hires and assists with disciplinary actions of employees.
  • Performs other related duties as assigned.
 
Minimum Qualifications
   Bachelor's degree from an accredited institution in Public Administration, Communications, Urban Planning, Geographical Information Systems or closely related field and minimum five years progressively responsible experience in public procurement, including two years of supervisory responsibilities.
 
Preferences
   Knowledge of advanced data and graphic software manipulation utilizing the Microsoft Office Suite, ArcGIS and AutoCAD. Knowledge of the LDMS Permitting System, FDOT's LAPIT database and Signal Four Analytics.
