If you proceed as a Guest, you may browse without signing the Plan Holder List. If you do not proceed as a Guest, you must be prepared to be signed onto the Plan Holder List at any solicitation for which you view documents.
WHAT IT MEANS TO BE A PLAN HOLDER -
Being a Plan Holder means that you have viewed (downloaded) one or more solicitation documents and intend to bid on them. As such, your name is added to the Plan Holder list associated with these bids.

You may view (download) documents as a Guest, without being a Plan Holder Registrant.

However, if you intend to bid, you must create a Plan Holder account.
Registration as a Plan Holder is designed to facilitate subcontract participation.
