II and III RECOMMENDATION Approval to award Invitation for Bids Y11-118-DG, Landscape Maintenance - West Orange Trail, Phases I, II and III, to the low responsive and responsible bidder, P & L Lawn Maintenance, Inc., in the estimated contract award amount of $121,875 for a period of 12-months. Further request authorization for the Purchasing and Contracts . Division to renew the contract for two additional 12-month periods. The Parks and Recreation Division anticipates that the entire contract amount will be ordered on an annual basis. The Parks and Recreation Division and the Business Development Division concur with this recommendation. PURPOSE To provide landscape maintenance for West Orange Trail Phases I, II and III. DISCUSSION Five bids were received in response to the solicitation. The bids were evaluated for price, responsiveness and responsibility. For bids in this amount, the MIVVBE provisions of the solicitation allow award to the MIVVBE bidder when the MIVVBE bid is within 7% of the low bid. A protest was received from Carol King Landscape Maintenance, Inc. and a protest hearing was held on November 9,2010. The protest was denied by the protest committee. Therefore, award is recommended to P & L Lawn Maintenance, Inc., a certified MIVVBE.
