ORANGE COUNTY BOARD OF COUNTY COMMISSIONERS MEETING DECEMBER 06, 2005 - CONSENT AGENDA. The Tax Equity  and Fiscal Responsibility Act of 1982 (TEFRA*) created a requirement that all industrial development  bonds issued  after December  31,  1982,  for the  purpose  of financing  multifamily  housing developments    require    approval   by   the   Orange    County   Housing    Finance    Authority,   and   each governmental unit having jurisdiction over the area in which the bond financed facility will be located. On  Nov.  02,  2005 the  Orange  County  Housing  Finance  Authority's   Board of  Directors  approved the inducement  of the following proposed multi-family  development located in Orange County. Project/Location The Palms Apartments Located at 1488 Mercy Drive, Orlando, Orange County, Florida 32808 Commission District6 Unit Size 256 Amount Not to Exceed $9,000,000 The  TEFRA  hearing for  The  Palms  Apartments will  be held  on  Monday, November  28,  2005 at the Orange County Administration Building, Third Floor, Conference Room "A" at 10:00 A.M.  The purpose of the  hearing  is to  receive  public  comments  regarding  the  issuance  of  Multi  Family  Housing Revenue Bonds for the above-mentioned project.  A copy of the minutes of the meeting will be provided before the December 06, 2005 BCC meeting. The Palms Apartments is an existing  community of 256 units of low and very low income housing in the city  of  Orlando  (Commission  District  6).    The  development   has  Project-Based Section  8 Assistance (Rental  Assistance)  through  the  year 2022.    The  developer  is  providing  $4,460,000  in rehabilitation financing for both interior and exterior renovations.
