Crotty and the Board of County Commissioners Manager chasing and Contracts Division 407-836-5633 CONTACT: Jim Becker, Manager, Solid Waste Division 407-254-9660 SUBJECT: Award of Invitation for Bids Y5-1094-NW Temporary Unskilled Labor, Term Contract Opened: July 7,2005,2:00 p.m. Responses received from non-M/WBE Vendors:   4 Responses received from M/WBE Vendors: 0 RECOMMENDATION: Approval  to   award  Invitation  for  Bids  Y5-1094-NW,   Temporary  Unskilled   Labor,  Term Contract, to the two low responsive and responsible bidders, Tandem Staffing Solutions, Inc., in the estimated contract amount of $179,800, and General Personnel Consultants of Orlando, Inc., d.b.a.  Right Hand  Man,  in the  estimated  contract  amount of $196,800 for  two  1-year term contracts, renewable by the Purchasing and Contracts Division for an additional two years. The Solid Waste Division  estimates  it will  spend a combined  total of $135,000 annually for these services. PURPOSE: Temporary unskilled laborers augment Solid Waste Division personnel by performing manual tasks such as pickup and bagging of litter, flagging and other related duties. DISCUSSION: The four bids received in response to Invitation for Bids Y5-1094-NW  were evaluated for price, responsiveness  and responsibility.  The lowest two bidders, Tandem Staffing Solutions, Inc. and General Personnel  Consultants of Orlando, Inc., db.a.  Right Hand Man, met all qualification requirements  and  both have  a history  of  satisfactory performance with  the  County. Two contracts  are required to ensure the availability of the laborers.   The low cost  contractor will receive priority for all staffing  requirements.
