Minguy, Captain PM2, Fire Rescue Department PHONE: 407-249-4550 SUBJECT: Award of Invitation for Bids Y9-189-PD, EMS Pharmaceuticals RF.rnMMFNmATTON- Approval to award Invitation for Bids Y9-189-PD, EMS Pharmaceuticals,  to the  low responsive and responsible bidder, Bound Tree Medical, LLC, for a 1-year term contract renewable  for  a maximum of two  additional  years  by the  Purchasing  and  Contracts Division in the estimated contract amount of $218,597 for Line Items 1, 2, 3, 4, 5,6, 7, 9, 11, 12, 13, 16, 18, 19, 20, 24, 25, 27, 28, 29, 30, 33, 34, 35, 38, 39 and 40. The Fire Rescue Department anticipates that the entire contract  amount will be ordered  on an annual basis.    The Fire Rescue Department concurs with this recommendation. PURPOSE: This  contract  will  provide  pharmaceuticals  to  the  Fire  Rescue  Department  for  the delivery of Emergency Medical Services (EMS) to the citizens of Orange County. DISCUSSION- Five  (5) bids  were  received  in  response  to  this  Invitation for  Bids.   The  bids were evaluated  for price,  responsiveness  and  responsibility.    Life  Specialty  Pharmacy and Regimed were determined to be non-responsible due to the lack of the required license from  the  state  of  Florida  Department  of  Health  to  provide  these   pharmaceuticals. Midwest Medical  was determined  to be non-responsible  due to the lack of verifiable references to confirm their experience.  Although Physician Sales and Service was the low bidder  for  item  3,  it was  confirmed that the  product they offered  would not  be available until the end of June.  Consequently, this line item will be awarded to Bound Tree, the second low bidder for the item.  Also, on Item 30, Physician Sales and Service failed  to  bid  on  the  specific  Lifesheild  item required.   Therefore, this item was also awarded to the second low bidder, Bound Tree.  All remaining line items were awarded 64
