Crotty and the Board of County Commissioners Richardson, Manager, Purchasing and Contracts Division CONTACT:    Venetta Valdengo-Blevins, Deputy Director, Administrative Services Department 407-836-9559 SUBJECT: Award of Invitation for Bids Y7-199-NW, HVAC Maintenance, Downtown and 33rd Street Maintenance Districts RECOMMENDATION: Approval to award Invitation for Bids Y7-199-NW, HVAC Maintenance, Downtown and 33    Street  Maintenance  Districts, to the  low responsive  and responsible  bidder,  Carrier Corporation,  in  the  estimated  contract  award  amount  of  $511,081  for  a   1-year  term contract.  Further request authorization for the Purchasing and Contracts Division to renew the contract for two additional 1-year terms.  The Facilities Management Division  concurs with this recommendation. Due  to  projected  usage,  the  Facilities  Management  Division  anticipates  that  the  entire estimated contract amount will be ordered during the initial contract term. PURPOSE: To   provide   HVAC   (Heating,    Ventilation,   Air   Conditioning)    maintenance    for   the Downtown and 33rd  Street Facilities Management Maintenance Districts,  including IOC I and II, 1 N. Orange Avenue, Administration Center, Regional History Center, Courthouse Complex, Housing and Community Development and the 33rd Street Corrections Complex. DISCUSSION: Five bids were received in response to Invitation for Bids Y7-199-NW  and were reviewed for  responsiveness, responsibility  and price.   The low bidder, Johnson  Controls  Inc., was determined  to be non-responsive  due to  failure to submit a complete  bid schedule.    The second low bidder, Carrier Corporation, was deemed responsive  and responsible and has a satisfactory history of performance with the County.
