Crotty and the Board of County Commissioners Richardson, Manager, Purchasing and Contracts Division Bradley Campbell, Senior Contract Administrator, Facilities Management Division 836-6539 Award of Invitation for Bids Y9-186-LC, HVAC Repair and Replacement Countywide RECOMMENDATION Approval  to  award  Invitation  for  Bids  Y9-186-LC,   HVAC  Repair  and  Replacement Countywide, to the  low responsive  and responsible  bidder,  Air Mechanical  and  Service Corporation, (AMSCO) in the estimated annual contract award amount of $1,000,000 for a 1-year period renewable for two additional 1-year periods by the Purchasing and Contracts Division.    The  Facilities  Management  Division  concurs  with  this  recommendation  and anticipates orders for the entire contract amount on an annual basis. PURPOSE To provide the necessary  HVAC repair and replacement as needed throughout the county, plus rentals of chillers and generators. DISCUSSION Five (5) bids were received  and evaluated for responsiveness  and responsibility. Award is recommended to AMSCO. AMSCO meets all qualification requirements and has a history of  satisfactory  performance with the  County. Also,  the coefficients bid  by  AMSCO are 32% and 15% lower than their previous contract Lot A was evaluated based on coefficients  to be applied to the unit prices published in the RS  Means  Cost  Data  Books  for  HVAC Piping,  Equipment,  Air  Distribution, HVAC Power & Controls,  and  Testing & Balancing,  latest edition. Bids  were  in the  form  of a coefficient  which  could  either  be "net"  (1.0)  or a percentage  decrease  (.95)  or  increase (1.12) against  the unit prices in the R.S.  Means Cost  Data Book.   Factor  A for standard work hours was multiplied by an estimated annual dollar value usage of $800,000; Factor B for  non-standard work hours was multiplied by an estimated  annual dollar value usage of $200,000. 19
