Crotty and the Board of County Commissioners ichardson, Manager, Purchasing and Contracts Division ?rank Priola,  Manager, Fiscal Services, Corrections Department 407-836-3511 Award of Invitation for Bids Y9-152-DG Janitorial Supplies for the CorrectionsDepartment RECOMMENDATION Approval  to  award  Invitation  for  Bids  Y9-152-DG,  Janitorial  Supplies   for  the Corrections  Department, to  the  low responsive  and responsible  bidder,  Peninsular Paper Co.,  in the estimated  contract award  amount of $219,456.50  for a period  of twelve  months,  renewable  by  the  Purchasing  and  Contracts  Division   for  two additional  twelve-month periods.    The  Corrections  Department  concurs  with  this recommendation and anticipates the entire estimated contract amount will be ordered on an annualbasis. PURPOSE To provide janitorial supplies such as buffer pads, deck brooms, dust pans and rubber gloves  for  the  Corrections  Department on  an-as needed  basis.    No  chemicals  are included in this contract. DISCUSSION Fourteen bids were received in response to the solicitation.   The bids were evaluated for  price,  responsiveness   and responsibility.    Southeastern  Paper,  the  low  bidder, qualified  their  bid  by  imposing  a  minimum  order  amount  resulting   in  its  non- responsiveness.   Also, the bids of Smith RestaurantSupply, Central Poly Corp., Pasco Brokerage,  Inc.,  ICS  and  Sam  Tell  and  Son,  Inc.  were  determined  to  be  non- responsive   because   they  failed   to  bid  on  all  line  items  under  the   all-or-none requirements of the solicitation.   Peninsular Paper Co. is the lowest  responsive and responsible bidder.  Therefore, award is recommended to Peninsular Paper Co. 43
