Crotty and the Board of County Commissioners From: //wjfoimny Richardson, Manager, Purchasing and Contracts Division Contact: Syd McCallister,  Administrator,  Health Services Division Phone: 407-897-6394 Subject: Approval of Contract  Y5-198 Pharmaceutical Drugs for the Ryan White Title I Program AmerisourceBergen Drug Company RECOMMENDATION: Approval  of  Contract  Y5-198,  Pharmaceutical Drugs  for  the  Ryan  White  Title  I Program,  for  a  1-year contract  with  four  1-year  renewals  by  the  Purchasing  and Contracts Division with AmerisourceBergen Drug Company, in the estimated annual contract amount of $1,657,361  for the Ryan White Program fiscal year of March 1, 2005  through  February  28,  2006.    Authorization  is  also  requested  to  renew  the contract  for  the  actual  amount  funded   by  the  Health  Resources   and  Services Administration (HRSA) for the initial 1-year contract period and four 1-year contract renewal periods. PURPOSE To purchase  pharmaceutical  drugs  for persons  who  are HIV positive and lack  the means to pay  for such medications.  Funding for this program is by a federal grant from the U.S. Health Resources and Services Administration  (HRSA). DISCUSSION: The Ryan White Title I Program is a federally funded program of health and support services  to  persons  with  HIV/AIDS.    One of  the  services  available  is pharmacy service.  Orange County currently has a contract with Statscript Pharmacy to serve as the  dispensing  pharmacy for  the  program.   The  County  is  eligible  to  buy  drugs through the Public Health Service  340B  drug purchasing  program.   This  program provides the most favorable pricing available, with discounts  of approximately 35% t o  40% from Average Daily Wholesale  prices, which  is approximately  20% below competitively  bid  pricing  from  non  PHS  340B  sources.    Savings  to  the  County during the current fiscal year are estimated to total $200,000 to $300,000 by utilizing the PHS 340B program. 38
