Crotty and Board of County Commissioners From: //J^hmr y Richardson, Manager 'urchasing and Contracts Division 407-836-5633 Contact: Liz Gordon,  Distribution Facility  Supervisor Orange County Convention Center 407-685-5854 Subject: Award of Invitation for Bids Y5-164-NW,  Roll Tape Opened: January 7, 2005, 2:OOPM Bid Responses received from non-M/WBE Vendors:   4 Bid Packages received from M/WBE Vendors: 0 RECOMMENDATION: Approval to award Invitation for Bids Y5-164-NW, Roll Tape, to the low responsive  and responsible  bidder,  Hibex  Incorporated,  for  a  1-year  term  contract  renewable  by  the Purchasing  and  Contracts  Division  for  an  additional  two  years.   The  annual  estimated contract  amount is $114,639.   The Orange  County  Convention  Center  concurs  with  this recommendation.  Funds are available in account number 4430 035 09284115. Due  to  projected  usage,  the  Convention  Center  anticipates  that  the  annual  estimated contract amount will be ordered each year during the term of the  contract. PURPOSE: Double-sided carpet tape,  PVC marking tape (striped  safety tape), and duct tape are used i n  event set-up to secure necessary power cords and cables to floor surfaces,   minimizing potential safety hazards to patrons and  staff. DISCUSSION: The four bids received in response to Invitation for Bids Y5-164-NW were evaluated  for price,  responsiveness  and  responsibility.   The  low  bidder,  Peninsular  Paper  Company, was deemed non-responsive for failure  to  submit samples  of the  alternate  products  they proposed with their response as required  by the bid. Hibex  Incorporated,  the second low bidder, met all qualification requirements and has  a history  of  satisfactory  performance with the County. A bid tabulation is attached. 27
