Approval  of the  disposition of Tangible  Personal  Property  as follows: (Property Accounting) Page 13, 45 a. Scrap an asset. b. Trade an asset for an allowance towards the lease of a new asset. c. Dispose of assets that will be demolished by contractors. 3. Authorization  to  make  quarterly draws to the  Public  Defender 9th  Judicial Circuit for  fiscal  year  2008-09  as  follows:  January  2009,  April  2009,  July  2009  and October 2009, equal payments of $50,000. Authorization  to  make  monthly payments from the  general  fund  as  amended  to the Comptroller's  Office for fiscal year 2009 a follows: February 2009 the  amount of   $666,660;   March    through   September,    equal    payments    of   $133,333. (Administrative/Fiscal) Page 13 CONTINUED *Pursuant to Section 209 of the Orange County Charter, as amended on Nov. 4, 2009, the Board of County  Commissioners  must  set  aside  at  least  15  minutes  at  the  beginning  of  each  regular meeting  for  citizens  to  speak  to  the  Board  on  any  matter  of  public  interest  under  the  Board's authority  and jurisdiction, regardless  of whether the  public  issue is on the  Board's  agenda,  but excluding  matters that are not appropriate for public discussion,  such as pending  procurement or land use issues.
