General Functions |
|
Performs responsible supervisory/lead and training work in planning, directing and monitoring technical training programs. Responsible for the quality control of program output. Advises and assists veterans, their dependents, or any other authorized individual acting on their behalf in matters pertaining to veterans rights and entitlements under various federal, state, county or city statutes.
Work is performed under the supervision of the Veterans’ Services Officer and is reviewed through observations, conferences, reports and results achieved. |

Representative Duties /Assignments |
|
- Provides assistance and representation to veterans, their dependents or qualified beneficiaries in presenting claims for, applying for, and/or drafting appeals of denials of veterans' benefits, social services, or public assistance in accordance with federal, state, and local laws, rules and regulations.
- Interviews, assesses needs of client, provides counseling, researches and assembles pertinent information and drafts claims or applications. Makes field visits to clients in order to provide or ascertain services needed.
- Collects data, monitors, evaluates program effectiveness, and prepares reports. Monitors changes in veterans, social services, and public assistance-related laws, rules and regulations. Prepares documentation for appeals to the Board of Veterans' Appeals.
- Evaluates training requirements, develops lesson plans, and provides technical training relating to U.S. Department of Veterans' Affairs and state benefits. Determines training effectiveness.
- Plans, develops, and presents programs to large groups regarding veteran-related issues.
- Monitors daily production to assure quality control standards are maintained. In the absence of the Veterans’ Service Officer, supervises and directs the work of the Veterans' Service Program. Supervises Veterans' Counselors in technical matters relating to claims.
- Makes recommendations regarding day-to-day expenditures and development of annual operating budget. Performs related work as required.

Minimum Qualifications |
|
Bachelor's degree and four years military experience in Recruiting, Casualty Assistance, Personnel Customer Service, or as a Senior Enlisted Advisor, to include two years counseling experience; or an equivalent combination of relevant education or experience.
Must be an Honorably Discharged Veteran of the U.S. Armed Forces or the surviving spouse of such veteran. Must attain Florida Department of Veterans' Affairs Service Officer certification within one year of hire.
Must be able to demonstrate intermediate proficiency in word processing functions, preferably Microsoft Word and email functions.
Selected applicant may be subject to a background screening and fingerprinting for which he/she must bear the cost and must obtain favorable screening results in order to obtain employment.
