UTILITIES IT SECTION MANAGER

General Functions
  

This position performs highly responsible technical, managerial, and administrative work overseeing the operation of the Utilities Information Technology section. This position takes lead in coordinating with other major Utilities' IT groups.

Work is performed with considerable independence under the general direction of the Utilities Fiscal & Operational Support Division manager.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties.  It is not the intent to capture all duties performed by this classification.

 

  • Responsible for planning and managing Utilities IT networks and systems including geographical information system, centralized management, operation and maintenance system, and customer information and billing system.
  • Oversees application development, departmental server and software support, desktop product support, and computer operations support.
  • Manages, monitors, supervises, and provides technical work and leadership in maintaining Utilities IT effectiveness and efficiency; defines needs, delivers technological solutions, and supports strategic plans for implementing various IT platforms through the department.
  • Develops short and long-range plans for implementing and extending technology systems used in the Utilities operations; confers with personnel from other County departments to ensure cooperation and further define the nature and feasibility of the projects.
  • Leads and coordinates all Utilities Department IT initiatives and projects; ensures that new projects initiated within the Utilities IT Section and other Utilities divisions are reviewed for technical, operational, and financial impacts on all other Utilities and County applications.
  • Keeps current with changes in technology and with how these changes can be integrated with or replace legacy systems; maintains knowledge and awareness of current technological developments associated with Utilities operations.
  • Ensures security standards are implemented and met, and maintains awareness of system security issues. Develops and implements plans and protocols to address emergent threats.
  • Establishes, maintains, and fosters strong communications with Utilities divisions and the Director's Office to ensure operational objectives are understood and technology needs are met.
  • Meets and engages with software development, database administrators, and system management staff; sets and discusses projects, objectives, and goals; motivates, assists, manages, and provides training to staff to enhance service delivery.
  • Oversees and advises other Utilities IT areas such as GIS and CIS to ensure coordination of all IT projects, initiatives, and deliverables.
  • Performs other duties as assigned.
 
Minimum Qualifications
  

Bachelor's degree in Computer Science, Information Management, Information Systems, or closely related field and six years of experience in an information technology division or department to include 2 years of supervision of both professional and technical staff, or an equivalent combination of relevant education, training and experience.

  • Developing strategic information technology plans for the organization.
  • Making technology presentations at industry conferences.
  • Information technology management in a water, wastewater, and/or solid waste utility.
