General Functions |
|
Serves as an intermediate-level accounting position assigned more complex and technically advanced accounting responsibilities. Functions as a resource for the Utilities’ billing systems issues. Serves as a back up for the Utilities Accounting Supervisor to direct the group’s activities and to be the main point of contact for the Finance department and Utilities management. |

Representative Duties /Assignments |
|
- Functions as an intermediate-level accounting position to perform advanced and complex accounting functions. Assumes the more technical accounting reconciliations and analyses, including reviewing agreements, resolutions, and ordinance to ensure billing requirements and other accounting implications are captured and followed.
- In the absence of the Accounting Supervisor, assumes responsibility for the Accounting Supervisor’s accounting and supervisory duties, including reviewing the work of the staff accountants, and serves as the key point of contact for Utilities management and Finance department with the accounting group.
- Prepares fiscal year-end accounting reports for multiple funds in conjunction with the County’s annual external audit of Financial Statements, including estimation of bad debt allowances, accruals for customer interest payable, payable accruals, analyses of top customers, and assistance with confirmation of accounts receivable balances. Ensures that financial transactions are coded in accordance with generally accepted accounting principles (GAAP).
- Develops policies and procedures for proper internal controls for capturing new revenue programs, new contractual arrangements, or new rates and evaluate existing procedures and controls for improvement.
- Serves as primary contact for assigned Utilities revenue programs in working with Comptroller’s Finance department and other County Departments and Divisions, vendors, and auditors.
- Develops, modifies, and assists with the installation and conversion of various accounting and/or billing systems for various revenue programs.
- Monitors compliance with administrative regulations, bond covenants, generally accepted accounting principles (GAAP) and other legal requirement.
- Trains new co-workers or other Utilities staff on various accounting and billing functions.

Minimum Qualifications |
|
Graduation from an accredited college or university with a Bachelor’s degree in Accounting, or in Finance with major course work in accounting, and three (3) years of experience in accounting positions preparing and reviewing balance sheet reconciliation.
Must possess intermediate skills in Microsoft Office applications, especially Excel. Be accustomed to meeting stringent reporting deadlines in a timely manner

Preferences |
|
Prefer accounting experience in water, wastewater, or solid waste environment preparing and reviewing balance sheet reconciliation. Prior supervisory experience preferred. |
