General Functions |
|
This is a responsible administrative and supervisory position performing administrative work including monitoring, analysis, and communication of proposed and existing laws and regulations relating to the management and operation of the Environmental Protection Division.
Work is performed under the general supervision of the Division Manager or his/her designee and is reviewed for the achievement of desired results through conferences and reports.

Representative Duties /Assignments |
|
•Provides for a coordinated, thorough review of all pending federal and state legislation as it may impact the county authority for self-rule and protection of the environment.
•Prepares official county responses to pending legislation and attends rule-making sessions as needed, negotiates agreements with other agencies.
•Coordinates with departments and staff to determine impact on the Division and prepares position statements and comments.
•Negotiates changes to proposed legislation and regulations through meetings with state and federal officials.
•Provide guidance and assistance in drafting Division policy and procedures.
•Recommends for rule and ordinance revisions pertaining to environmental regulations in Orange County Code; conducting public meeting; attending public meeting and hearing and advisory boards and Board of County Commissioner meeting.
•Management of Division laboratory, environmental monitoring and associated projects.
•Responsible for supervising, coaching and counseling of the staff.
•Perform other related duties as assigned.

Minimum Qualifications |
|
Bachelor’s Degree from an accredited institution in environmental or civil engineering, environmental law or natural sciences or a related field and six years experience in legislative and regulatory analyses of environmental and/or utility issues. A Master’s degree may be substituted for two years of experience. |

Preferences |
|
Possess and maintain a valid Florida Operator’s license.
Experience of working in a supervisory position.
