General Functions |
|
Supervises, plans and directs the activities of the Fiscal and Administrative Support Division in order to ensure the proper management of the Utilities Department's fiscal operations and effective and efficient provision of administrative support.
Work is performed with independent judgement under the general supervision of the Utilities Director and is reviewed through observations, conferences, reports and results achieved.

Representative Duties /Assignments |
|
Directs and oversees the activities of the Fiscal & Administrative Support Division's, functional areas of responsibility consisting of Financial Management, Information Technology, Human Resources, Safety Administration, Agreements, Support Operations / Warehouse, and various administrative and clerical staff.
Reviews the work of staff for completeness and accuracy; evaluates and makes recommendations, offers advice and assistance as needed. Ensures adherence to all policies, procedures, codes, standards, laws, regulations, etc., which pertain to the division.
Responsible for directing the Financial Management Section in support of all financial requirements of the Utilities Department. This includes financial reporting for the Department including requirements of county, state, and federal agencies; developing and monitoring the Department's annual revenue and expenditure budget; approving invoices, budget transfers, payroll transmittals and other financial documents, preparing and monitoring of the divisions annual operating budget; analyzing the short term and long range financial position of the Department; making recommendations for maximizing fiscal effectiveness and efficiency; directing and evaluating Department cost of service and rate studies; overseeing all capital financing efforts and the initiation and completion of financial analyses used to help determine corrective and strategic courses of action in Department operations; developing resolutions and ordinances and submits for approval to the Board of County Commissioners. Makes presentations to the board as necessary.
Responsible for directing the Information Technologies Section in support of the Department's technology requirements, including network administration and maintenance, project management, implementation and training for new applications (Billing and Work Order Systems), database administration, and procurement of new and replacement computer equipment.
Responsible for directing the Departmental Human Resources Section in support of recruitment, training and employee development to ensure a stable workforce; administration of the Department's Orientation, Internship, Trainee, Apprenticeship, and Cross Training programs. Assist divisions with union and labor relations issues; administration of employment laws including FMLA, ADA, Workers Compensation and legal documentation.
Responsible for directing the Agreements Section in the maintenance of existing agreements and the development and negotiation of new agreements; directing the efforts and activities of the Safety Administration Section to ensure department compliance with local, state and federal rules and regulations; and overseeing the Support Operations / Warehouse Section in the provision of optimal material support to the department.

Minimum Qualifications |
|
Bachelor's degree in Accounting, Finance, Public or Business Administration or a closely related field and seven years experience in financial analysis, financial management or accounting to include three years of supervisory experience. |
