Manages inter and intra utility programs and services such as public education and training, negotiation of service and territorial agreements and regulatory relations. This is advanced work of a complex nature with supervisory duties and is performed with considerable independence under the general supervision of the Department Director. |

| Minimum Qualifications |

Graduation from an accredited college or university with a Bachelor’s degree in a field or study to be specified by the division and four years of experience to be specified by the division or an equivalent combination of education, training or experience.
