(9450) MANAGER II - WASTEWATER RECLAMATION

General Functions
   Responsible for managing all personnel, planning, and operations of the Water Reclamation Division. The Division is responsible for ensuring that water reclamation, reclaimed water production, and environmental compliance (oil and grease program, private lift station program, and industrial pretreatment program) functions are reliably and efficiently executed to protect public health and the environment and ensure compliance with applicable regulatory requirements. The Division is responsible for operations of three Regional Facilities that have a combined rating of over 70 MGD.

Work is performed with independence under the general supervision of the Deputy Director of Utilities. Performance is evaluated through meetings, reports, observations and results achieved. .
 
Representative Duties /Assignments
  
  • Manages and supervises the activities of the Division to ensure that customer expectations are met or exceeded through an efficient work force and quality performance.
  • Establishes means and methods to ensure regulatory compliance and maintenance or regulatory compliance.
  • Maintains liaison with State and Federal agencies having responsibilities in permitting and oversight of Division functions.
  • Advises and assists the Deputy Director and Director in developing policies, evaluating situations, administering programs, planning and managing the Department.
  • Manages and supervises the implementation of County, Department and Division policies and programs.
  • Develops the Division annual budget and administer programs and operational activities consistent with budget objectives.
  • Develops policies and procedures for effective operational control and assure facilities are well maintained.
  • Establishes division personnel policies and procedures and administer hiring, discipline, performance plans, appraisals and other personnel matters.
  • Promotes connectivity, collaboration and standardization across the Division, to improve the effectiveness and efficiency of all programs.
  • Develops training programs to support continued education and competency and division employees.
  • Evaluates operational performance and remove obstacles that prevent continued improvement.
  • Interacts with employees to encourage self-directed action, develop and promote leadership and foster mutual respect and integrity.
  • Manages and supervises the purchasing of materials and equipment in accordance with County regulations.
  • Develops short and long term plans for meeting capacity, financial and regulatory demands.
  • Coordinates with other divisions in the development of the Capital Improvements Program, facility designs, customer information and emergency preparedness.
  • Communicates with consultants, contractor and other utility providers.
  • Maintains regulatory changes and participate in rule making and technical/professional society activities.
  • Perform other related duties as assigned.
 
Minimum Qualifications
   Bachelors degree from an accredited institution and seven years of progressively responsible experience in a utilities environment focusing in wastewater facility operations, engineering design, industrial maintenance, and/or construction, to include four years of supervisory experience.
 
Preferences
   Registration as a State of Florida Professional Engineer.
Masters degree from an accredited institution.
Wastewater Operator License (A, B or C).
