General Functions |
|
This position is responsible for management of all aspects of the Solid Waste Operations for the County. The role supports budget development and administration, staff management, and coordinating daily operations. The role also develops and carries out policies, procedures, and programs for the Division.
Work is performed with independence and the position reports to the Solid Waste Division Manager, Utilities. The work is evaluated by timeliness, compliance, and effectiveness of the programs and procedures.

Representative Duties /Assignments |
|
- Facilitates communication between Operations, Administration, Engineering, and mandatory collection and provides direction to assure smooth functioning of the division.
- Communicates promptly and effectively with County Administration, elected officials, cities, commercial customers, residents, and neighbors to advance Solid Waste issues and initiatives, including education on solid waste and recycling issues, addressing service and odor complaints.
- Prepares analysis, issue papers, costs analysis, presentations, and agenda items related to programmatic issues, recycling and disposal issues, and customer service issues.
- Prepares analysis and provides inputs on financial matters including support of budget development with the intention of supporting the long-term financial stability of County Solid Waste programs.
- Researches state and federal regulations in relation to operations. Determines impacts of new or modified regulations or state policies and develops or assists in modifying operations or facilities to comply with these regulations.
- Provides a leadership role in division training and safety programs.
- Assists in the development, management, and reporting of key performance metrics to assure effective division operations. Analyzes operational data.
- Provides operational input on division design projects, software upgrades, and system improvements.
- Coordinates efforts of Section Managers and Chief Engineer to manage and improve Solid Waste administrative and business processes.
- Responsible for supervisory duties including planning, managing, and evaluating the performance of staff. Recommends selection of new hires and assists with disciplinary actions of employees.
- Performs other related duties as assigned.

Minimum Qualifications |
|
Bachelor's degree from an accredited institution in Engineering, Business or Public Management, Science or closely related field and five years of administrative and supervisory experience in a waste management, environmental management, construction, or similar field to include two years of supervisory experience. |
