General Functions |
|
Directs the operations of the resource recovery services for all-municipal and County residents and commercial/industrial entities within the County in compliance with environmental regulatory agency rules. |
|
Representative Duties /Assignments |
|
- Prepare and monitor division budget including assessing future personnel needs, operational and maintenance costs and capital projects consistent with County and division objectives.
- Coordinate and confer with engineering consultants regarding capital projects, regulatory agency permitting and annual engineering inspections of facilities.
- Establish and implement policy and procedural guidelines for personnel, equipment and operation consistent with division and County objectives and policies.
- Evaluate and make recommendations to Department Director for physical plant needs including adequacy of buildings and structures, additions, repair and maintenance.
- Manage division financial matters including accounts receivable and expenditures and make financial recommendations to Director. Review consultant’s proposals and change order proposals.
- Obtain and ensure compliance with all State and Federal regulatory permits.
- Coordinate with franchise refuse hauler’s and commercial licenses regarding level of service provided, citizens complaints and other problems concerning the collection and disposal of solid waste within the County.
- Conduct grievance hearings including investigation and determination of facts and circumstances for employees within bargaining unit.
- Determine need for established and implement of major capital improvement programs.
- Issue permits for private class III landfills and monitor to ensure compliance with County ordinances and regulations.
- Responsible for various personnel matters including hiring, discipline, training and development, and performance appraisals and related activities.
- Performs other duties of a comparable level as assigned.

Minimum Qualifications |
|
Requires a Bachelor’s degree in Engineering, Business Management or a related field and seven years of experience in solid waste disposal operations, to include four years of supervisory experience. |
