General Functions |
|
This position is responsible for assisting the Manager in the management of the Division's day-to-day activities. Responsible for overseeing positions, including the coordination and direct supervision of senior management, in Water, Pumping, Collections, Construction Management Field Support Center and Field Services Engineering support staff.
Work is performed with considerable independence and reports to the Manager, Utilities Field Services. Performance is evaluated through meetings, reports, observations and results achieved.

Representative Duties /Assignments |
|
- Assists the Division Manager in the day-to-day management of the Division. Makes operating decisions to improve efficiency and workflow. Acts in absence of the Division Manager.
- Leads implementation, execution, and compliance with all capacity, management, operations and maintenance (CMOM) and Environmental Management program requirements within the Field Services organization as necessary to comply with applicable state and federal regulatory requirements.
- Oversees, monitors, and modifies the Division's Operations & Maintenance (O&M) programs to ensure compliance with County and Department's goals. Monitors contract allocations including approval of bids and authorizing expenditures.
- Responsible for collecting and analyzing trends regarding process flow, performance, maintenance or needed replacement of infrastructure. Responsible to coordinate with other County Departments including engineering or operations to ensure the Divisions goals are met.
- Evaluates performance metrics and other operating data and proposes/implements changes to operating practices as part of an ongoing continual improvement process. Interfaces with the Environmental Management System (EMS) Project Manager to ensure that process improvements are memorialized in the EMS.
- Analyzes data, prepares and reviews reports for presentation to senior management and elected officials.
- Directly responsible for personnel matters within the Division, including hiring, progressive corrective action, training and development, annual performance appraisals and related activities.
- Directs the review of project reports, engineering plans, construction specifications and contract documents prepared by staff and outside consultants.
- Assists in the development and maintenance of the Division's goals, quality standards for engineering design and construction.
- Interprets and ensures compliance with County policies and procedures.
- Reviews correspondence and inquires form other County departments, government agencies and the public. Takes direct action or makes recommendations to the Manager when appropriate.
- Prepares, coordinates and reviews Department consent agendas and discussion reports for presentation with the Manager.
- Performs other related duties as assigned.

Minimum Qualifications |
|
Bachelor's degree from an accredited institution and five years of progressively responsible experience in a public works or utilities environment encompassing specific experience in the areas of civil/environmental engineering, infrastructure project management, and/or operations management for infrastructure systems. Experience must include two years of supervisory experience. |
