General Functions
  

Responsible for leading the creation, development and implementation of Orange County Government's social services initiatives, goals, and strategies. Provide administration, guidance, and management for the programs and activities for the Community & Family Services divisions.

Work is performed under the general direction of the Deputy County Administrator and considerable independent judgment, discretion, and initiative is exercised in carrying out daily activities. Work is reviewed based on accuracy, timeliness and effectiveness of results and goals achieved.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Provides leadership, strategic vision and administrative oversight to department. Serve as department liaison to public and private organizations, individuals, boards, and commissions.
  • Develops a strategic plan focused on improving customer service in addition to innovative ideas that can be incorporated to enhance essential social and community services.
  • Prepares an annual budget that focuses on organizational priorities and community needs consistent with County and Department objectives.
  • Represents Orange County at community meetings and serves as the organization's principal liaison to non-profits, community leaders and stakeholders throughout the county.
  • Develops and delivers briefings and presentations for government and community facing agencies. Directs and oversees activities of the assigned managers in the department. Fulfills administrative duties relating to the strategic direction, planning, coordination, development and implementation of Community & Family Services programs.
  • Analyzes, reviews, and implements changes as necessary for department policies and procedures to measure operational effectiveness and efficiency.
  • Conducts and commissions research studies in order to recommend changes to enhance and improve services.
  • Manages personnel matters inclusive of diverse recruitment, hiring, promotions, terminations, discipline, training and development, performance evaluations, and employee recognition and appreciation programs.
  • Responds to and resolves citizen complaints and concerns regarding actions related to deployment of services and collaborative community partnerships. Oversees the development of content for agenda items within the scope of the department’s authority in preparation for Board of County Commissioners (BCC) meetings.
  • Reviews and interprets administrative policies, statutes, ordinances, and legislation related to department operations and establish necessary courses of action as applicable.
  • Responds to media inquiries regarding services, initiatives and programs within the purview of department authority.
  • Works collaboratively with the Membership & Mission Review Board (MMRB) to actively recruit community leaders to serve on Advisory Boards throughout the county.
  • Creates, plans and leads various programs and operational initiatives that have county-wide impact.
  • Implements relevant recommendations from the Orange County Mayor's Transition Team Report.
  • Performs other duties and responsibilities as assigned.
 
Minimum Qualifications
  

Bachelor's degree from an accredited institution in Social Work, Human Services, Counseling, Public or Business Administration, Public Relations, or related field and ten years of progressively responsible experience and proven leadership in Human/Social Services, Community Engagement, or Corporate Social Responsibility (CSR) fields of discipline, including five years of supervisory or managerial experience.

 
Preferences
  

Master's degree or Doctorate degree in a relevant field.
