General Functions |
|
Assists in the management and supervision of the activities in Orange County within a Fiscal and Operational Support Division. Work is performed with considerable independence under the general guidance of the Manager, Fiscal and Operational Support. Work is reviewed through observations, conferences, reports and results achieved. |

Representative Duties /Assignments |
|
- Manages the division in absence of the Manager.
- Assists in formulating goals and objectives for long and short term planning.
- Assists with development and interpretation of policies, procedures, rules and regulations.
- Exercises supervisory duties including instructing, assigning, reviewing and planning work of others. Allocates personnel, acts on employee issues, and selects new employees. Recommends disciplinary actions, transfers, promotions, and salary increases.
- May oversee one or more of the following functions: Financial Analysis, Accounting, Procurement, Accounts Payable, Accounts Receivable, Inventory, Billing and Revenue Collection, Leasing, and Warehouse functions.
- Oversees the preparation, coordination and monitoring of the Department budget. Assists in the preparation of the Division budget and assures that fiscal awareness is practiced throughout the Division.
- Coordinates and evaluates short-term and long-term forecasts and financial plans to ensure financial objectives are met.
- Researches and recommends systems for enhanced financial reporting.
- Reviews and makes recommendations for process improvement for enhanced internal controls and greater efficiencies and effectiveness.
- May ensure client billings are timely and accurate, funds are deposited promptly, accounts receivables are scrutinized with appropriate follow-up.
- Recommends changes for new or revised resolutions and ordinances for Board approval. Prepares and makes presentations to Department management as needed.
- May lead financial studies and projects that may include fee and rate studies, cost of service studies, capital charge studies, revenue sufficiency analyses, and coordinating FEMA reimbursement activities for the Department. Assists in all stages of bond issues or other capital financing efforts.
- Coordinating internal and external audits of the department and/or its divisions.
- Serves as a liaison with other departments, divisions, outside agencies, clients, exhibitors, and vendors.
- Completes special projects or other duties as assigned.
Utilities Department
- Works with the division manager to provide oversight and guidance for the Utilities IT section to ensure IT functions, including network administration, project management, computer deployments, end user service, and the procurement of new and replacement computer assets, are efficient, effective, and meet budgetary goals.
- Works with the division manager to coordinate other divisional functional areas such as Safety Administration, Agreements Management, Building Operations, and Human Resources.

Minimum Qualifications |
|
Bachelor's Degree from an accredited institution in Business or Public Administration, Accounting, Finance or a related field and five years of financial management experience to include at two years of supervisory experience; or a Master's Degree from an accredited institution with three years of financial experience to include at least one year of supervisory experience. |

Preferences |
|
- Proficiency in Microsoft Office applications, especially Excel, Word, Outlook, and Powerpoint, and CGI Advantage.
- Knowledge of Maximo asset management and work order system.
Certification in one or more of the following:
Certified Public Accountant (CPA)
Certified Managerial Accountant (CMA)
Certified Governmental Financial Officer (CGFO)
Certified Hospitality Accounting Executive (CHAE)
Utilities Department
- Financial management experience in a water, wastewater, and/or solid waste utility.
