General Functions
   This position is responsible for administration of Orange Countys Minority and Women Business Enterprises (M/WBE) ordinance 94-02. This position oversees the functions of the program including outreach, business certification and contract monitoring. This position works to develop partnerships between private and public sector agencies to enhance business and economic development, coordinates and facilitates training programs to encourage participation and provides leadership and guidance to department staff. Work requires considerable independent judgment and initiative and is performed under the general direction of an Assistant County Administrator.
 
Representative Duties /Assignments
  
  • Administers County ordinance 94-02; oversees compliance, tracks performance, research alternatives, makes recommendations and advises stakeholders.
  • Participates on all County Request for Proposal (RFP) procurement committee meetings; reviews and scores proposals, evaluate M/WBE and provides insight regarding proposal content.
  • Develops partnerships with local for-profit and non-profit organizations to enhance the abilities of and opportunities for minority and women owned businesses.
  • Reviews documentation of firms seeking minority certification.
  • Develops and monitors policies and procedures to ensure effective operation of the division.
  • Compiles and disseminates information regarding the County ordinance and M/WBE program to the general public, to include county contracts available, minority certification and bid specification completion.
  • Attends monthly meetings with the M/WBE Advisory Committee to review the M/WBE program results. Discusses strategies for improvement, ordinance review and makes presentations to the Committee during certification appeal hearings.
  • Coordinates with department managers and the County staff to resolve problems, keep them updated on the performance of the program and discuss upcoming opportunities for the program.
  • Acts as the Orange County representative with state and federal agencies, minority business organizations and community groups.
  • Develops and monitors the Business Development budget consistent with County and Division objectives.
  • Perform other duties of a comparable level as assigned.
 
Minimum Qualifications
   Bachelor's degree from an accredited institution in Entrepreneurship, Business Administration, Economics, Public Administration or a closely related field and five years of progressively responsible related experience in business development, contract administration, etc.
 
Preferences
   Experience in Public Administration and/or negotiations.
Knowledge of legal issues when working with diverse special interests groups.
Knowledge of insurance, bonding, professional licensing and other business support issues.
