ASSISTANT MANAGER, CAPITAL PROJECTS AND PLANNING

General Functions
  

Assists the Manager in planning, coordinating, leading and directing the operations of Capital Projects. The role is responsible for oversight of day to day activities of the Division, design/review of large Capital Improvement Projects (CIP) plans, professional oversight of design activities, permitting, to the final turn-over and occupancy.

Work is performed with considerable independence and the exercise of independent judgment under the general supervision of the department manager. Performance is reviewed through observations, conferences, reports and results achieved.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Manages the activities of large construction projects, to include planning, developing, implementing, monitoring and ensuring successful completion through the efficient use of resources.
  • Directs the review of project reports, engineering plans, construction specifications, and contract documents.
  • Develops and monitors contract allocations including approval of scope, schedule, budgets, and expenditures.
  • Provides leadership and supervision in assisting with day to day management of division, coordinating with project managers, overseeing project coordinators, administrative, technical and contracted staff. Acts as a Manager in their absence.
  • Ensures that CIP's relative to new facilities and renovations of existing buildings of the County Government are completed as contracted and as desired, to include design quality control, expeditious sequencing, contract administration, construction quality control, compliance with applicable codes and regulations, etc.
  • Understands project cost estimating for budget and CIP preparation and review execution cost.
  • Mitigates and resolves disputes between end users, design consultants and contractors arising from the performance of the work as described in the contract documents.
  • Interprets plans and specifications as needed. Makes visits to work sites to monitor progress and quality of construction.
  • Builds teams of design professionals, contractors and end users for the effective management and delivery of Capital Improvement Projects to include attending coordination meetings and working with clients.
  • Performs other related duties as assigned.
 
Minimum Qualifications
  

Bachelor's degree from an accredited institution and five (5) years of construction project management and/or construction owner's representative experience, to include three (3) years of supervisory or lead experience. In lieu of the degree requirements additional relevant experience may be substituted on a year for year experience.

 
Preferences
  

A degree in Engineering, Architecture, Construction, Business Administration or a closely related field.

Proficient in Microsoft Office.

Administrative Services, Capital Projects Division

Experience with e-Builder software.

Florida General Contractor License.
