General Functions |
|
Supervises, plans and directs the development services, fiscal operations and County GIS activities of the Fiscal & Operational Division of the Community, Environmental & Development Services Department. Provides high-level professional support to ensure the most effective and efficient operations.
Work is performed with independent judgment under the general supervision of the Department Director and is reviewed through observations, conferences, reports and results achieved. .

Representative Duties /Assignments |
|
- Directly responsible for personnel matters within the Division, including hiring, discipline, training and development, performance appraisals and related activities.
- Responsible for Department budget administration including grants, CIP budgets and expenditures.
- Direct the Concurrency Management Office and serve as the Concurrency Management Official.
- Oversee County GIS program and serve on the GIS Steering Committee.
- Coordinates development support services across the organization to ensure operational efficiency and compliance with rules and regulations.
- Keeps abreast of regulatory changes, construction trends and technologies, monitors/reports on development activity trends, and makes public presentations.
- Develops and implements operational improvements including technology driven solutions where feasible.
- Performs other duties of a comparable level as assigned.

Minimum Qualifications |
|
Requires a Bachelor's degree in Political Science, Accounting, Public or Business Administration or a related field and seven years of varied personnel administration experience including financial management, GIS implementation, land development support administration or closely related field, to include three years of supervisory experience. A Master's degree may be substituted for two years of related experience. |

Preferences |
|
Master's Degree in Public Administration or Business Administration.
Experience in land development processes and procedures.
Knowledge of GIS, records management and document management systems.
