General Functions |
|
Supervision and direction of contract activities at a department level. Develops contracts, coordinates contracts with county polices, audits and monitors contracts and prepares fiscal reports. |
|
Representative Duties /Assignments |
|
- Supervises Contract Administrators and Inspectors. Manages contracts for mowing, paving, infrastructure retrofit, street sweeping, as well as maintenance contract preparation, contractor selection and construction supervision.
- Reports term contract related activities, manages budgets, cost tracking, cost trend analysis, project scheduling and measurement.
- Monitors contract operation functions to ensure compliance with specifications and documents where shortfalls occur.
- Assists with establishment and implementation of an internal control system to comply with contract methodology and specifications.
- Ability to read and interpret plans, specifications, qualities and bills of materials as well as pre and post contract construction documentation.
- Responds to citizens complaints and works closely with Orange County Purchasing and Contracts to assure compliance to policy.

Minimum Qualifications |
|
Bachelor's degree in Business or Public Administration, Management or a closely related field and four years of experience in the development and evaluation of commercial landscaping, construction or maintenance service contracts and contractual services; or an equivalent combination of relevant education, training or experience.
Computer competency in Microsoft Office applications.
Strong organizational skills and the ability to communicate effectively orally and in writing.
