General Functions
   Provides leadership and supervision for professional, technical and administrative Divisional staff involved in a variety of tasks associated with the review, approval, monitoring and acceptance of residential and commercial development and of work within the County rights-of-way.
 
Representative Duties /Assignments
   Conducts meetings with representatives to review developmental projects to provide interpretations of County regulations and ensure design plans are in compliance with County regulations. Approves specific design proposals. Provides assistance to the Department Director in preparation of agenda items and prepare special reports on discussion items.

Manages plans review ensuring compliance with rules and regulations. Reviews request for waivers from regulations, right-of-way utilization, underground utility and excavation/fill permit applications. Interprets ordinances and provides guidance to staff. Keeps abreast of regulatory changes, construction trends and technologies, participates in technical/professional society activities, and makes public presentations.

Develops, oversees, maintains and implements goals and objectives of the Division including annual budget and expenditures. Monitors expenditures and ensures fiscal responsibility. Receives, reviews, prepares and/or submits various records and reports. Responds to general questions from customers.

Manages Division personnel matters to include hiring, discipline, training and development, performance appraisals and related activities. Reviews the work of staff for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed. Administers adequate training programs for Divisional employees.

Attends weekly board meetings to provide information on Engineering matters. Also, serves as a non-voting member on the County Development Review Committee and serves on the committee in the absence of the Public Works Director.

This position serves as the County Engineer requiring the approval of plats, permits and other official documents on behalf of the Public Works Department.
 
Minimum Qualifications
   Bachelor’s Degree in Civil Engineering or closely related field and ten years of experience in Civil Engineering to include experience in plans review and five years of supervisory experience; or an equivalent combination of relevant education, training and experience.

Must possess a professional engineer’s registration at the time of hire and have the ability to obtain Florida registration within six months of hire.
